Mass Meeting

As Chairman of the Fluvanna Committee of the Republican Party, and pursuant to the Plan of Organization, as well as the Fluvanna Republican Committee, Inc.’s By-Laws, and as recommended and directed by the Committee, I, Robert J. Schwarz, do hereby issue this call for a Mass Meeting to be held at the Fluvanna County Courthouse, located at 132 Main St., Palmyra, VA 22963, or its alternate site, starting at 7:00 PM local time on April 2, 2008, with registration beginning at 6:30 PM, for the following purposes:

1. electing a Chairman and members of the Fluvanna Republican Committee;
2. electing up to 20 Delegates and 20 Alternates to the 5th Congressional District Republican Convention, to be held on Saturday, April 26, 2008, starting at 10:00 AM local time, to be held at Hampden-Sydney College, or its alternate site.
3. electing up to 40 Delegates and 40 Alternates to the State Convention of the Republican Party, to be held on May 30 and 31 at the Greater Richmond Convention Center, 403 North Third Street, Richmond City, starting at 2:00 PM,; and for the transaction of such other business as may properly come before the meeting. 

The purposes of the District Convention are to elect a District Chairman, elect three members of the State Central Committee; nominate a Presidential Elector; and elect three Delegates and three Alternates to the Republican National Convention.

The purposes of the State Convention are to nominate a candidate for US Senate, elect a State Chairman; nominate a National Committeeman and Committeewoman; nominate two At-Large Presidential Electors; and elect 27 Delegates and 27 Alternates to the Republican National Convention to be held beginning on Sept 1 at the Xcel Energy Center, Minneapolis-St. Paul, or its alternate site, for the purpose of nominating candidates for President and Vice-President of the United States. Fluvanna County is entitled to 20 Delegate Votes at the District Convention and 40 Delegate Votes at the State Convention based on the Republican votes for president and governor at their last election.

Qualifications for Participation: All legal and qualified voters of Fluvanna County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts. Voters may be required to produce personal identification such as a valid driver’s license or voter registration card.

Pre-Filing: All candidates for offices to be elected or nominated at the Fluvanna Republican Committee’s Mass Meeting are required to pre-file, by mail or in person, with the Committee’s Chairman, Robert J. Schwarz, 992 Beals Lane, Scottsville, VA 24590. The Committee’s Chairman will forward the names of all candidates to the Nominations Committee for review to ensure individuals meet the legal requirements for the position sought. The pre-filing must include the full name, voting address, telephone number and office or position sought. Pre-filing will include a statement that the individual meets the legal requirements of the position or office sought and is qualified to be a delegate to the 5th District Convention and/or The State Convention. Candidates for the Office of Chairman must pay a filing fee of $100. Checks should be made out to the Fluvanna Republican Committee. Pre-filing letters, with check if required, must be received by the Committee’s Chairman not later than 5PM, March 14, 2008. Postmarks do not govern. Letters and checks must be in the hand of the Chairman.

Registration Fee: There will be no registration fee to participate in this mass meeting but a voluntary donation of $10 to offset the costs of the mass meeting will be accepted. There is a voluntary registration fee of $35 for the State Convention and $10 for the District Convention. Voluntary fees are requested to be paid at the time of pre-filing as a Delegate for each respective convention, payable to the Fluvanna Republican Committee.

Resolutions: Resolutions to be presented at the Fluvanna Republican Committee’s Mass Meeting must be received by the Committee’s Chairman Robert J. Schwarz by March 14, 2008. Postmarks do not govern. Resolutions must be in the hand of the Chairman by 5PM local time. Resolutions require favorable action by the Resolutions Committee prior to consideration by the full Mass Meeting.
